|
Comprehensive evaluation
of safety of Kozloduy Units 3 and 4 after implementation of
the programme of safety upgrading was developed by ENCONET.
Existing international and Bulgarian documents on KNPP 3 and 4
safety were used to check the compliance of the current plant
status with the requirements of WPNS checklist, PEG approach
and US NRC General Design Criteria. Comparison with reference
plants was made, and the safety importance of remaining
differences was evaluated by three internationally recongized
approaches- IAEA defence in depth approach, UK Lines of Defence
approach and NRC safety issues prioritization approach. The
conclusion of the study that the KNPP 3 and 4 safety level
corresponds to that of other NPPs in EU was confirmed by
independent peer reviewers.

The paper provides a
brief overview of various safety indicators used by operators
and regulators. Specific differences in aims of regulatory and
operator indicators are pointed out. The needs and aims of safety
indicators as seen by regulators and the ways regulators could use
indicators to support their decision making are discussed. The
approaches proposed by some regulators to establish their own
set of indicators are described.
